Pass 3 complete: Excitebike (JU) audit comments

Added canonical ; CPU:$XXXX PRG:XXXX AA BB audit comments to all 5147
instruction lines in Excitebike (JU). The source previously had inline
state comments (e.g. "; state $00  ; CPU:$C000 PRG:0000  46 C3")
that were replaced with the canonical format.

Build verified byte-identical. verify_pass1.py passes.

Updated TODO.md: Excitebike audit comments complete; Wild Gunman already
complete; only Mario Bros (JU), MUSCLE (U), and Joypad Test Cartridge
(U) remain as open work items.
